Hundreds gather to watch the new ships set sail. With these new ships Rome sets out to establish trading posts within the Mediterranean, though no specific locations are yet to be decided. -The first action of the decade is kicked off by the start of the Third Samnite War. Renewed hostilities with the hill tribes of Samnium occur when the Samnites take their opportunity to beat Rome in the back as it is turned. Rome responds in full force and two armies are levied, one commanded by Consul Gaius Secundus Scorpius and the other by Darius Malcus. -The first few years of the war are marred by mistakes and defeats, and Consul Malcus is killed in an ambush during a campaign in the hills of Samnium. The Romans suffer atrocious losses to the asymmetrical light infantry warfare of the Samnites and begin to see the flaws of their hoplite phalanx tactics adopted from their former rulers, the Etruscans. -Despite these early losses, the Romans' poor performance in these early battles only cements their determination to defeat the Samnites, and in later years the war begins to turn in the Romans' favor. The Roman military undergoes several changes in order to adapt in the fight against the Samnites: -The phalanx system is dropped for a manipular system. Dubbed a "phalanx with joints," this system organizes the Roman legion into a series of infantry lines designed to allow front line troops to weather down an enemy assault and then fade back through the rear line and allow a fresh line to advance. The front line troops are the hastati, fresh and young men, neither experienced or as wealthy as their brethren in the back. The middle lines are the principes, wealthier landowners and veterans of the Roman military who serve as the main line of fighting once the hastati drop back. The furthest line is the Triarii, the wealthiest and most experienced in the Roman legions. These men are the best that Rome has to offer, and are rarely seen fighting in normal circumstances. The advance of the Triarii to the front line means that the battle is not boding well for the Romans. -The Romans also adopt a weapon used by the Samnites: the pilum. A sort of javelin designed to bend and become unusable upon impact. The nature of this weapon makes it difficult to remove from the body or shield and makes it so that it cannot be re-used against the Romans by their enemies. -With these advances, Roman battles soon begin to rack up wins instead of losses, and the Samnites are gradually brought under Roman rule. This development severely worries the Bruttii and Greeks further South, who are becoming increasingly worried about Rome's expansion. To this end, they form a military pact to fend off Rome were it to attack. -The entire Samnite population is enslaved man, woman, and child. Able-bodied men are levied by the Roman Legions and promised freedom if they fight dutifully in the gladiatorial games that will surely follow the triumph. -With the masses of gold, silver, and copper acquired from plundering Samnium and selling off its populace, the Romans seek to mint coinage from these reserves and comes up with a minting technique that closely resembles Etruscan methods. -Gaius Scorpius's popularity in Rome surges to unprecedented levels following the Third Samnite War, and he serves with high popularity for the rest of his term. -Following the war in Samnium, many of the other tribes under Roman rule are offered formal citizenship (and, therefore the duties of citizenship). Seeing Rome's behavior in Samnium, most communities eagerly join the Republic for fear of being enslaved or worse. Consul Scorpius once more sees a rise in his popularity as the Roman public is showered in displays power and competence. -With good feelings in Rome and plenty of gold to go around, the Republic turns its eyes to the North, where their former rulers and current rivals lie waiting. It's time to bring the fight to the Etruscans. -Trade is offered to the Gallic tribes in North Italy, which they happily accept. Unfortunately, these deals fall short as trade caravans are consistently raided by Etruscan and Umbrian troops. -Gaius Scorpius exits office carrying an almost mythical reputation among the public, much to the dismay of his fellow republicans. Despite this, he is appointed "dictator for the resolution of the conflict with the Etruscans" and handed absolute authority over both consular armies. By the turn of the decade's last year, two consular armies are already marching Northwards to reinforce Roman soldiers on the front lines. Seeing these weapons sitting atop the fortifications of Carthage's various settlements makes pirates and other various raiders think twice about attacking. -Carthage adopts full use of quinquereme oar ships for standard navy fair, one-upping the Romans. However, this is to be expected as Punic hegemony over the Western Mediterranean has always been absolute since its rise to relevance. -With the creation of tougher and faster ships, Carthage conducts trade with the distant Kingdom of Cimmeria, only adding to its vast wealth. -To that end, Punic merchants also spread out and make visits to other Mediterranean civilizations, from which they bring back exotic new goods, much to the delight of Carthage's wealthy noble class who soon begin requesting these goods from every departing ship. -Carthage not only takes in new good from other civilizations, but brings its own back to them. Viticulture is commissioned in Sicilia by the government, and fine wine is promptly exported among other local goods to the populations of Rome, who eagerly drink it up by the ton. This clearly demonstrates the Carthage is and will continue to be a major player in the production and trade of goods across the Mediterranean. -Carthaginian land merchants devise a system of sale by auction, which they employ to profitable effect among tribes throughout the continent. -The ancient practice of crop rotation is mandated in order to preserve the delicate and limited soil afforded to Carthage by its unforgiving arid terrain. The adoption of this system of farming results in a general improvement of soil quality and boosts food production. Not a single territory of Carthage sees shortages of food this decade. -With these improvements in quality of life making the entire nation generally happier by the end of the decade, the Carthaginian government sets out to improve its relationship with the Iberian peoples they rule over. Urban improvements generally only made on the African side of the Empire are exported to the Iberian side, and the Spanish population of the Empire sees a general improvement in their quality of life. Consequently, the Carthaginians see a general improvement in the Iberians' attitude toward their rulers. This is considered a much more economical choice than giving every man a set of armor. -Taking notes from neighboring horse cultures, the Seleucids develop a recurve bow for use among their archers. This bow is smaller in profile but offers the same degree of power of traditional bows. These new bows also see adoption among some of the mounted archer units in the Seleucid military, who benefit from the bow's decreased size. -The court of Seleucus declares that he is the true successor of Alexander the Great. Many of the messengers sent to deliver this statement return headless, and King Ptolemy of Egypt is said to have been so enraged that he personally ordered the delivery of Seleucus's head. -In spite of this embarrassment, Seleucus orders a magnificent statue of his likeness be erected in the capital. Progress is slow, but will surely take hold in a generation or two. -The best and strongest slaves that find their way to the cities of Cimmeria are taken and placed into units comprised solely of slaves. These men are told that they can earn their freedom some day if they serve dutifully in the line of battle. They are promised luxuries such as land, women, and wealth if they fulfill their duties, and are then put through vigorous training to make them into the best fighters that can be seen on the Black Sea. The Kingdom dubs them the "Lions of Cimmeria," which evokes little more than a bellowing laugh from Scythian raiders who hear of the military unit's creation. To compliment their diverse arsenal, a new weapon is engineered: -The longbow. While its massive profile and the strength needed to operate it limit the amount of men who can use it, its range and power is unrivalled among contemporary weapons of the world. -Elements of the army are deployed along Cimmeria's countryside to accompany and secure settlers travelling to and from settlements. -An effort to expand existing ports and create new markets across the Kingdom is made, and merchants are eager to gain access as more spaces open up. -With the invention of the plough, agricultural production increases, and many of the stall spaces in the new markets are taken up by grain merchants selling their extra produce. -The Cimmerians use these expanded ports to begin building trireme oar ships, which are put to service in the navy. -The employment of a new lateen sale on these ships makes them fast and fierce, discouraging any pirates or other raiders from trying their luck. The lateen sail subsequently sees wide employment in merchant ships sailing off from Cimmeria, and even some foreign ships decide to adopt the sails. -To help facilitate safe travel and speed along goods going back and forth, a project to cover the Kingdom in cobbled roads is started, and is finished by the end of the decade. Trading sees a general boost, and foreign merchants are more eager to do business in Cimmeria as travel between settlements becomes safer and cheaper. -The government encourages production of wine and textiles in the countryside, which results in some emergent exports of the two products to various other regions. Cimmerian wine exports become especially lucrative following introduction in Rome. -With this general increase in wealth and prosperity, Scythian raiders drool at the chance to get their share. The Kingdom looks to form local militias to defend and police their respective settlements. By the end of the decade, almost every Cimmerian settlement has its own militia in addition to existing army elements. -To coordinate these new independent militias, the government constructs a series of outposts along the roads of the Kingdom. With their completion, information travels fast and raids see a slight decrease in frequency. -Concerned about possible surprise attacks or massed raids, many of the militias construct wooden palisades around their settlements, making the Kingdom ever-safer and ever-more rich with most traders now comfortable with residing in its cities and villages. -With the homeland secure and becoming more and more developed, the Cimmerians look outwards for their new prospects. Settlers are sent out to completely settle the Cimmerian Pensinsula, and small trading settlements have been developed by the end of the decade. Unfortunately, the further growth of these settlements is held back by constant raids and environmental threats which are normally not an issue for more developed Cimmerian areas. -It becomes (embarrassingly) known among wealthy nobles of Cimmeria and its trade partners that the Kingdom sent a spy to Sparta in an attempt to poach Spartan warriors for their military machine. Unfortunately, the spy never returned. It is rumored that the King of Sparta got word of the spy, screaming "Who do you think you are? They encounter heavy resistance from other Gallic tribes which are equally as determined to keep their land as the Celticans are to move in. Fighting grinds to a stalemate as the Celticans corner a coastal tribe against the water. The fighters of this tribe melt into the forest, and set out to drain the Celtican war bands through attrition. However, the Celticans are equally as cunning, and begin hunting the enemy tribals down like animals in the forest. The progress of the fighting is slow, but surely the tribe native to the region is being driven out and settlements are slowly assimilated. -Expansion in the South goes much more smoothly as the Celtican horde rolls through nearly unopposed, its sheer mass causing many bloodless routs of enemy war bands. This will allow them to bring more supplies along for the journey and decreases the need to carefully orchestrate their route to ensure they have plenty of supplies to last them until their first stop. -With help from Cimmerian intellectuals, the Roxolani introduce a revolutionary implement for horse riding: -The stirrup allows faster and easier dismounting as well as increased control over the horse, allowing Roxolani horsemen much more room to maneuver and fight on horseback. As the stirrup begins to see use among the horsemen of the Roxolani, other horse-culture tribes are also seen adopting it. -To secure unity and power, a strong hierarchy made up of seasoned warriors is established to prepare younger and coming-of-age warriors for the harsh realities of battle. Over time, the apprentice system becomes an integral part of Roxolani culture. -Families of the tribe are encouraged to intermarry in order to decrease blood feuds and the number of in-tribe factions. Over the time, this move gradually decreases the number of unrelated individuals in the tribe, creating a strong and stable court in the Kingdom.
