Alrightis this is a bit untimely and unfortunate but I think there may be a delay for the turn I took a bad fall and got a light concussion plus some bruises and possibly a fractured arm I can write but I really need to rest so the turn will likely be out late thursday or in the -worst- case early friday if I run out of time. But as you guys know that'll be like last turn's situation where I just needed to finish half of the last turn and post.

By mid-January, the armies of Dictator Gaius Secundus Scorpius arrive at Arretium and meet their Etruscan counterparts in battle. -Cocky from previous victories in the Samnite wars, the fight in Arretium is more intense than the Romans could have ever expected. The fierce fighting of the Etruscan hoplites nearly throws the Roman lines into disarray until Gaius Scorpius steps in. Rallying his men, he charges headfirst into the Etruscan lines with his legions at his back. Using his knowledge gained from his experience in the earlier Third Samnite War, Scorpius uses the weaknesses of the Etruscan phalanx system to his advantage, waging fights in ideal territory and using his maniple to flank and overwhelm the Etruscans. Only II days after the Scorpius's armies arrived in Arretium, the Etruscan forces are sent fleeing inwards. The city of Arretium is left at the hands of Gaius Scorpius. -With the Etruscan battle lines slowly crumbling under the foot of the Roman advance, Gaius Scorpius sees an opportunity to end the war through diplomacy. He sends an envoy to the Etruscans with an offer of peace, under these conditions: -Become a vassal to Rome, give us C well-bred horses a year for the next V years, and trade only with Rome and its sister Latin cities for X years time. In return, Rome will rant citizenship to Etruscans in III generations, come to Etruscan aid in times of war and build a modestly large temple to Juno in Rome. If any of one of these demands are refused, Roman forces will march on the Etruscan capital. -Battered and weak, the Etruscans begrudgingly accept the terms of the offer, and Dictator Scorpius relays this news back to Rome. Both Consuls agree to the peace, and the Senate approves the motion with nearly unanimous support. For the first time in history, Etruria is brought under the hegemony of its former subjects. -Gaius Scorpius returns to Rome a hero, and triumphs are held in the name of his victories. A temple dedicated to Mars is constructed in Rome to celebrate the victory over the Etruscans. Scorpius promptly exits the position of dictator to resume his position as Proconsul. He subsequently gains governance of Arretium. However, Gaius Scorpius's military affairs are not yet over: -As parties rage in the streets of Rome, Scorpius addresses the Senate on what he has learned in the Etruscan conflict and how the Roman military can be improved. The senate heeds his words with the utmost trust, and several motions are put forth to reform the Roman military. The Consuls approve of the motions, and set them into action: -A formal standing army is formed, consisting of IV legions numbering M men each. Gaius Scorpius is made a general of the Roman army and given control of Legio I Italica. These professional forces are payed a regular salary and promised rewards of land after a service period of XX years (IV V-year tours of duty). Soldiers with especially excellent military records are also given aging horses from the Roman cavalry to be used however they wish. -A drastic change in military tradition is made in the military reforms, allowing the landless poor to enlist. Farmers and plebs from across the Republic quickly fill up the required positions of the IV legions, eager for a secure and constant salary. To address the fact that many of these men are unable to afford weapons or armor for their service, the government offers loan options to recruits which are then deducted from their salaries until paid off. These men are trained and drilled like no others and backed by a corps of patrician officers who are ready to weed out any incompetence. The standing legions of the Roman army eventually form the most disciplined force in the world. The very best of the best are found in Legio I Italica, the legion of General Gaius Secundus Scorpius. A brilliant general and tactician, he drills his soldiers without end, marching them up and down the peninsula to build their strength. Even among the other legions, the men of Legio I Italica gain a fearsome and respected reputation. Among all those who know of them, they become known as "Scorpius's Spartans" -Of the more brilliant tactics devised by Gaius Scorpius is the testeudo formation. Soldiers in a maniple come together to form a tight "tortoise shell" of shields which provides excellent protection against missiles. However, this tactic limits the mobility of the formation and is untested in battle, so its weaknesses are yet to be seen. -The Romans also put an increased focus on a strong cavalry corps, and use the tributed horses from Etruria to kickstart the reformation of their cavalry. These horses are mainly issued to cavalry recruits drawn from the less wealthy populations, turning the equites into a multi-class military institution. -To support the new classless heavy infantry contingent, a formal contingent of support soldiers (auxilia) is created from non-citizen, non-Latin soldiers, primarily from Samnium and Etruria. A regulation is set in place that bars these forces from exceeding more than XXV% of the total forces. -With the military re-organized, the standing armies are deployed to the frontiers of the Republic to discourage and combat foreign aggression. Legio I Italica, Legio II Etruria, and Legio III Italica are deployed to the Northern front and fortify themselves along the Republic's informal border. Legio IV Sabina is deployed to the South, along the border of Samnium where the territory of the Bruttii begins. -With vast standing armies forming the Republic's homeland defense, the need to quickly transport these armies and their large supply chains spurs an extension of the Roman road system. Cobbled roads are extended to all corners of the Republic and its various allied states, resulting in an overall increase in trade and a decrease in travel time between cities. -Equally important in Rome's continued functioning is an adequate supply of water for its capital. A large gravity-based aqueduct is constructed to feed water directly to the city, thereby fulfilling the present needs of the population and securing sustainable supplies for the future. -With the new supply of water to the city, engineers in Rome devise a new technology that will greatly assist in agriculture: -The vertical water wheel is a machine powered by water current that allows the milling of grain without any manual input. With this invention, the Roman food supply skyrockets, only limited by the amount of grain that can be grown. -The Republic formally adopts crucifixion as a form of capital punishment. This method of retribution involves nailing the victim's wrists and feet to a large cross and leaving them to rot in the sun. This form of punishment is seen by the public as especially cruel. Most importantly, however, is that it is seen as terrifying. As a result, the rate of especially heinous crimes committed goes down slightly, and the Senate is particularly satisfied with this result. The public, however, is not very eager to see corpses splayed up along roads. -A gift of CC Samnite slaves and V Triremes is offered to the Magna Graecian city-state of Tarentum as a sign of peace and willingness to cooperate. Although many city-states remain skeptical and fearful towards the Romans, Tarentum becomes much friendlier to the Republic following the receival of their gift, opening up doors to wider Greco-Roman diplomacy in Southern Italia. In turn, Carthage sees a significant increase in its production of grain. This comes with the wide-spread construction of water wells in the main parts of the Empire, primarily Carthage itself. The public is delighted to have their needs met, and any complaints about water shortages drift off into the wind. -Gifts are sent to the Numidians in order to build trust and positive relations between them and the people of Carthage. These gifts are well-received, and Carthage sees an increased in-flow of able mercenaries ready to fight Carthage's wars for the right price. -A large circus is constructed in Carthage by the sixth year of the decade, and thousands flock to the grand avenue to watch exotic animals from across Africa entertain them. -Carthage starts its military decade with the mobilization of its vast navy, which are quickly sailed to Sicilia to fight Hellenic warships. Transport ships also land hundreds of mercenaries onto the shores near Lilybaeum, and they march East to reinforce the settlement against the incoming Hellenic assault. By the end of the second year, the combined Hellenic fleets have been reduced to nothing, a feat which was achieved in no small part by the apparent loss of half the Magna Graecian fleet in a series of mysterious dock fires. -This mobilization comes with tightened security in shipyards to prevent sabotage of Punic naval vessels. The positive effects of this precaution never come to be known, as no known sabotages are attempted. This is seen by Punic admirals as a positive thing either way. -Carthage appeals to the city-states of Magna Graecia to pull their support for Syracuse, but is promptly denied their wishes due to Tarentum's influence over the other city-states. -The joint Hellenic army continues for Lilybaeum, and besieges the city by mid-February. However a massed assault of Carthage's mercenary forces in the city cripples the Hellenic siege and sends the coalition soldiers running back West. In a month's time, a majority of the city-states of Magna Graecia agree to pull out of the war, and sue for peace with Carthage. Syracuse is left without allies save for the powerful city-state of Tarentum who continue reinforce the Syracusan armies. -With the defense of Lilybaeum successful, Punic armies begin their march Eastward towards the city of Syracuse. They go unopposed until they are met outside the city by a Syracusian and Tarentian force. -The Punic forces fight fiercely, but are eventually forced to retreat due to mounting casualties and a gradually worsening tactical situation. These new cavalry-men are trained and disciplined to a high standard, resulting in a uniform level of discipline across recruits and older veteran cavalry. -Crop roatation is adopted across the Empire, resulting in a large boost in crop production. Harvests also become more consistent over the years, leading to more confidence in the food supplies. -With these improvements in agriculture, King Seleucus holds speeches across the Empire, preaching unity and an Empire created by the son of Zeus himself. These speeches are export to the Eastern areas of the Empire, where references to Hellenic gods are withdrawn and references to local deities take their place. These speeches are seen as generally encouraging, and the Seleucid Empire experiences a gradual increase in confidence and national unity, mostly from its Western regions. -Researchers are sent to Carthage in order to study their more advanced vessels, but are quickly shown the door as tight security measures prevent outsider entry to Carthaginian shipyards. -Unable to do anything about the ships, researchers re-focus on development of straight edged swords, but come to no current conclusion regarding their effectiveness over traditional Greek slashing swords in use by most of the Empire's heavy infantry. [B]-Enraged by King Ptolemy's reaction to his envoys, King Seleucus sends a message to the court of Ptolemy:[/B] "To the eternally ignorant and largely endowed Ptolemy, You are the bastard son of a Satyr and an amazon. While a dated military model, it is the same tactic Alexander the Great used to build his massive empire, and those who are not experienced in dealing with this type of warfare will find it incredibly difficult to face. -Cimmeria begins the restructuring of its military into a professional volunteer army. Militias originating from various towns are the first offered recruitment, as well as increased benefits over normal recruits if they leave their militia positions to join the army. These "in-house recruits", dubbed the "Kidemónes," are trained and drilled vigorously to the standards required to successfully hold the sarissa formations of the Cimmerian army. -These new professional soldiers are easily distinguishable by their scaled armor, a technology adapted from distant Dacian tribes as well as the Scythians. This new armor proves quite effective in battle, and the volunteer elements of Cimmeria quickly gain a fiersome reputation among their enemies. Foreign onlookers are quick to take notice of the Kingdom's growing military capabilities. -The professional elements are quickly employed in tandem with the Lions of Cimmeria, sent North to drive out neighboring Scythian tribes and force them away from the fertile coastal regions of Cimmeria. Captured Scythian fighters are given the choice of slavery and separation from their family, or military service and cohesion with their family. Most take the latter option. -Anyone who serves in the military is given the status of citizen along with their family, so long as they learn or know greek -In a diversion from previous policy, officers and generals are now promoted by merit rather than through familiar ties. This enrages much of the Cimmerian aristocracy, who argue the common poor will gain dangerous levels of influence over Cimmerian society. They pressure the King to backpedal on his decision. -A line of fortresses is constructed along the Cimmerian isthmus to defend against raiders who have been attacking along that front. As a result, the entire line sees a general decrease in raids, both successful and unsuccessful. -Cimmeria begins the construction of the Royal Library of Pantikapaion, which is to serve as a storage place for all the world's knowledge and to be a discussion place for scholars, historians, philosophers, and scientists alike. A tremendous bronze statue of Atlas is built in front of the Library, to symbolize the great weight of knowledge and the importance to maintain it. Completed in the last year of the decade, the library is a marvel to all those coming to Pantikapaion, and many scholars and intellectuals are seen moving in through the last year. Most of these men come from Greece and Egypt. -In an effort to bolster the library's stocks of knowledge, scholars are sent out across the Mediterranean world to gather knowledge and scriptures which they are to bring back to be stored and archived in the library. These scholars are often seen bearing gifts for the receiving party, which means that most scholars usually return with something useful at best, and with their heads still attached at worst. -One of the most significant technologies discovered in the journeys of these scholars is the vertical water wheel, the exact details of which find their way from the SPQR to Cimmeria. The Kingdom is quick to adapt this technology, and processing of grain speeds up significantly -Like most other nations, efforts to improve irrigation are made and result in a net increase of agricultural production for the Kingdom. Everyone is happy to see the food supply further stabilizing, and the situation can only be helped with the recent implementation of the water wheel. -Taking advantage of these wonderful agricultural developments, the Kingdom holds festivals across the nation to promote unity and Hellenization. People of all backgrounds participate, and most come out of the festivals thoroughly enjoying the culture of Cimmeria. -Scribes are sent to the Roxolani to assist them in writing a new scripture for their language, but no developments are made as of yet. -Trade with the East sees a significant increase throughout the decade, with some weaker trade networks falling under Cimmerian control by the end of the decade -With the inability to expand northward, colonists are directed southward along the black sea to set up settlements. The settlers are accompanied by the Cimmerian military, who along with protecting them are tasked with constructing roads and infrastructure to connect the new settlements with the Kingdom. This greatly helps to solidify the power of the Celtic Kingdom among its immediate neighbors, allowing the Celts to record their own history and create all sorts of complex documents. -King Cynwrig's wife, Queen Luigsech gives birth to two twins: Prince Áed and Prince Morcant, securing two possible heirs to the Celtic throne. -The Celts sail across the English channel and immediately begin a conquest of the local tribes. The Celtic army cuts a swathe past the shores of Cantium, setting up camps just inland as they continue to invade surrounding areas and push into Britannia. -Noticing the massive casualties his men are suffering, King Cynwrig orders that the army be reorganized and trained in discipline and tactics. He appoints his best generals to carry out the task, and by the mid-decade the Celtic armies are practicing a form of warfare reminiscent of more advanced Northern Italian Gauls. This improvement in the military sees no waste, helping to subjugate regions of Gaul that have been resisting Celtic rule for years. -King Cynwrig demands that surrounding tribes swear loyalty to Celtica. Seeing the ferocity of the Celtic armies, most immediately neighboring tribes swear to fight by the Celts' side. -Although the attempts to garner loyalty among neighboring tribes is mostly successful, Germanic tribes to the North-West are enraged and threatened by the expansion and subsequently power-grabbing of the Celts, and decide to invade in force. The neighboring tribes bear the brunt of the initial attacks, serving as a buffer for the Celts, but they too begin to feel the imminent threat as their vassals quickly crumble under a vicious and unending barbarian advance. Above the warriors but below the King, these Shamans act as spiritual leaders and heads of the Roxolani religious institution. With the integration of religion into the Roxolani political environment, national unity reaches an absolute historical high. -Classes of peasants dedicated to the production of food are created in an effort to secure the Roxolani food supply, and the Roxolani eventually begin to see a surplus in their food stocks. -To supplement their agricultural efforts is a development in animal husbandy - breeding of animals switches to a more organized and deliberate system, resulting in increased numbers of livestock to feed warriors with. The tribe sees a gradual (and continuing) increase in its average warrior's height and build due to this. -The Roxolani attempt to create their own language script in cooperation with the Cimmerians, but fail to produce anything useful. -Once more taking the lead in equestrian warfare, the Roxolani create the composite bow - a short recurve bow which retains the power of a traditional bow while being smaller in profile. These composite bows eventually replace all older bows among the Roxolani cavalry warriors, but traditional bows still see use among the Roxolani as the more advanced bows are often lost in battles of expansion and take extra time and resources to replace than their regular counterparts. The citizens of Syracuse are offered mercy, but many choose to flee to Magna Graecia, and some others to the Kingdom of Cimmeria. -Carthage strikes up a deal with Cimmeria: the Cimmerians will send a fleet to Syracuse and take refugees back to Cimmeria, in return Carthage receives trade deals, a gift of slaves, mercenaries, waterwheel technology, a sum of gold and a diplomatic marriage. -With the new contact between Carthage and Cimmeria, Cimmerian brilliance rubs off on Carthage, bestowing them with the longbow. Though not many Carthaginian warriors are fit enough to use it effectively in battle, those who can prove to be a highly useful asset to Carthage, and the introduction of the longbow into Punic lands creates a higher regard for skilled specialists in the Punic military those men who have skills to effectively utilize powerful weapons of war. -Showing their new-found respect for dedicated warriors, the Carthaginians begin to create domestic militias composed of their actual citizens. Though small, they are of adequate size for their role. -From the Cimmerians the Carthaginians also develop the recurve bow, the design of which is given out to various craftsmen in the capital so that they may provide the weapons to Carthage's equestrian mercenaries. They begin to see gradual adoption among Punic mercenary cavalry. -Following the battle of Syracuse, Carthage offers an unconditional peace to the city-states of Magna Graecia. They unanymously accept, including Tarentum. Relations with the Italic Greeks eventually normalize, though grievances still boil deep down. Nevertheless, the surrounding territories of the Syracusean city-state fall under the control of Carthage as Magna Graecian armies pull back to their territories, leaving Syracuse's outlying settlements defenseless. Syracuse is utterly destroyed and wiped from the face of the Earth. -The council back in Carthage passes a law that prohibits the culling of Elephants, punishable by fines and severe criminal penalties. It is decreed that only ivory from the tusks of Elephants that have naturally passed away may be collected. Ivory taken from killed Elephants is declared illegal. As a result of this new policy, the elephant population in North Africa grows to some degree, but they are still plagued by illegal hunters. -In addition, population control methods are utilized in order boost Carthage's population of tamable elephants - an effort by the Punic military to increase its stocks of war elephants. These efforts go quite smoothly, and the war elephant corps of Carthage begins to steadily grow. -Retired war elephants are given to farming communities to aid in farm labor. The result is an increase in agricultural production as farmers are able to more easily tend their fields. -Farmers receive a marginal reduction in taxes and are encouraged to invest their profits in the expansion of their farms. Most follow the advice of the government, and the whole nation sees a general growth in agricultural production. The amount of individual farms in Carthage begins to decrease and the average size of an individual farm begins to increase. -A merchant academy is founded in Carthage where students can learn about finance and learn to speak various trade languages. Merchants coming out of this academy prove to be more productive and constitute a larger part of the Punic economy on an individual basis. The peoples of the land agree to this, but Antiochus later finds that they quite changed their mind: -As the massive Seleucid armies enter Judea, they find the population armed and ready in mass, having been told of the false rumors planted by the Seleucids. Ranking alongside the armies of Ptolemy II, they scream taunts and batter their shields, calling the Seleucids to advance. The Seleucids suffer a crippling defeat at Jerusalem and the entire invading army is forced to turn back. The Egyptian armies push forward past Judea and into the lower Levant, where they deal massive casualties against the exhausted retreating force of the Seleucid army. The entire Seleucid force sent into Judea is dissolved right there and then, and Egyptian soldiers continue to march for Damascus. It is there that their luck changes. Seleucid reinforcements quickly flood into the lower Levant to meet the Egyptian forces, and the fresh professional elements of the Seleucid military soon find themselves waist-high in bodies as they stand rank and file to defend Syria from Ptolemy II's men. In their trials to find the best sword, it becomes apparent that the straight edged sword offers a clear disadvantage with the current military model. -The Seleucids see better fortunes in Cilicia, where the lines of enemy troops are not as thick nor as disciplined. They begin to cut their way along the coast, though they meet heavy resistance. -Antiochus seeks to unify the nation through language: He decrees the Koine is to be taught across the entire Empire, and that every man, woman, and child should know to speak the language. This effort sees early success, and increasing rates of native speakers and secondary speakers show promise for the future. -The Seleucids establish diplomatic relations with Cimmeria, and Cimmeria endows the Seleucids with shipments of slaves in exchange for access to Seleucid ports. Relations between the two Hellenic states begin to warm. -Imports of equipment from Thrace are attempted, but fall short as the Seleucids lose control of Thrace. -To aid in the adoption of new tactics to fight Egypt, the Seleucids study the throw-and-charge tactics of the Galatians in central Asia Minor. Notes are taken, and a doctrine of equipping swordmen with javelins to throw before they charge at an enemy is developed. Unfortunately, there's no money to supply these javelins, so the tactic sees limited use among infantry, mostly in the Cilician campaign -Water wheels from Cimmeria are observed, but the Seleucids are once again unable to widely adopt the devices due to their financial situation. They build a small fleet of warships to protect their domestic waters and trade routes against pirates. The effort is successful, resulting in a reduction of piracy and an increase in Cimmerian profits. -Caving to pressure, the King reaches a compromise on the merit versus nepotism debacle in regards to military promotions: Generals are to be appointed by the King himself, and meritocracy shall be limited to formation level officers. -The expansion of Cimmerian vineyards is encouraged, resulting in an increased trade of wine. Once again, this is mostly gulped up by the Wine-thirsty Romans, and the Cimmerians begin to see their fermented grape juice as liquid gold. -Olympian wrestling is promoted as a sport among men so as to increase the fitness of the population. The trend gains traction, and the promotion spurs the creation of a local Olympic games. The first Cimmerian Olympic Games occurs in 276BC in Pantikapaion. -Cimmeria creates the "Royal Navigatation Academy" in Pantikapoion, where navigators and captain-hopefuls can learn the ropes and how to be successful seamen. A culture of skilled professional seamen develops in the Cimmerian military as a result, and these skilled sailors gain respect among their peers, enhancing Cimmeria's prestige. -Cimmeria takes an example of the various Roman coins being traded to them and begins to mint their own currencies, composed of gold and silver. This effort is essentially the nail in the coffin in regards to things that prevent more merchants from trading in Cimmeria. Trade increases overall. -Cimmeria begins constructing schools in towns and villages where boys can go to learn how to read and write, as well as to get basic understandings of science, math, philosophy, and history. The short term effects are seen over the decade as the Kingdom begins to churn out a generation of youth that is far more educated and ambitious than their parents. -The King's daughter is married to a Carthaginian councilman's son, thereby intertwining the Cimmerian and Punic nobilities by blood. -In an agreement with the Seleucid Empire, the Kingdom begins constructing trade posts in Seleucid port cities. A military alliance is struck out between the two Hellenic nations and embassies are established in their respective capitals so that they may maintain communication. Scholars from Cimmeria flood throughout the empire to gather knowledge and bring it back to Pantikapaion. It's through these scholars that a comprehensive evaluation of the Mauryian Empire of India is constructed. Several copies are made and delivered to various institutions. -Scythian horses on the inland steppes are captured and interbred with Cimmerian horses. This effort creates a strong, fit hybrid breed with positive qualities from both breeds. The horses are immediately employed in Cimmerian cavalry units. -Traders arriving from Rome bring to Cimmeria blown glass cups and jugs of various shapes and size. The Cimmerians seek to learn the craft for themselves, and by the end of the decade a small glassblowing industry has popped up in Pantikapaion, filling houses with the beautiful clear cups. They also make for good export to Eastern trade partners. -From the library of Pantikapaion and its surrounding institutions comes a revolutionary technology: -The astrolabe is a complicated mathematical device used to determine the positions of stars, the sun, and the moon, as well as uses in determining the time of day and triangulation. However, the Kingdom's vigilant warriors keep the fighting contained to the very edges of the region, and the barbians are unable to approach Lucotocia by any measure. -In an effort to feed its besieged people, large farms are commissioned in the Eastern parts of the Kingdom. Honestly I can do the turn whenever, I just need them all in But let's just say the deadline will be extended to Saturday and we'll keep on a traditional schedule from now on.
