Okay lets try this again. Billy, Susan, and David each put hats into a box. Billy puts in one hat, Susan puts in one hat, David puts in two hats. They each pull out one hat, how many hats are left in the box?
So you see, if people put in more than one hat but we each only get one hat there will be hats left over. Is the guy just keeping them? It's cool if he is, I just want to know how this thing works before I decide to chuck hats in.
Left over hats are distributed among the higher winers. Like winners 1-15 get 2 hats instead of one

This is a great concept. Its just like a key party except instead of everyone putting in a key and then fucking whoever picks their key, everyone leaves with someone elses hat! Come to think of it maybe its not that similar after all v:v:v

Thats just the amount of hats I have room for, if i hit 100 ill have to stop collecting or give away weapons
