No, that's not true at all.
The only people with the hat are people who managed to jump through arbitrary hurdles.

I'm a fan of Kritkast, I actually did join the group back in December, but I got tired of the announcements every 2 hours, so I left the group.

Put that one down to the same bug that caused Pogo to get 2, just before we went live we already had hats 0-6 assigned, however the item gifting was working too fast for valve and it was giving two items to one person and none to another. all sorted.

The others did, they are just later on in the queue. I designed the site from the ground up with a bit of site design from tempest in a short amount of time and we didn't have a chance to enter all kki members before we had to sort more important things.

Its meh, I'll probably only use it with the Engineer. I think it would have been much cooler if they had kept the original design of the radio tower embedded into the character's head, but instead make it a misc, so it would clip through hats and look like a radio tower protuding from a hat.
