Because whenever I extract shit, everything goes into a [name of mod] folder inside the tf folder, and I'm sick of having to go in and move the contents into the tf folder.

Then you'd need to account for different install locations. Seems like too much hassle for such a simple process.

I don't know, some people may like it. To me it sounds pretty unnecessary. I'm not saying it's bad though. At this point I think getting the website itself functional is far more important.

Where this COULD be useful: - Automagically scan for content updates - simple checkbox to enable/disable content - Vanilla button to disable all content - Greasemonkey script or something that hooks into the browser so you can click a button to instantly download/install the mod, vs copy/pasting links. But just for installing, that's silly. The site should however enforce a standard folder format, so you can just drag/drop into tf and not have to deal with "throw xxx.bsp in maps, yyy.vmt in textures.." instructions. But even then, lots of people hate third party programs. Even the blacklist update (just a bunch of batch scripts) didn't get many downloads.
Tera's idea is very good, you people need to think, not everyone is highly confident on messing with their tf2 folders so they might trust something more if it was automated, this also sets up the standard of what the file structures within the archives should be like (if its going to use them, I highly think it will). Dammit slash you've completely thrown the negatives to my positives...

I'm tired of browsing through the folders to get to my tf folder every time I want to install a mod.

Regulation on models, most I could say is that it has to follow the contribute guidelines. For file format I suggest 7z and zip. Hiring a team of moderators to monitor submissions to the site and delete the shit ones would be necessary. Or a mod approval system where the mods will need to be approved by a moderator before they're posted. Though that'd be a pain in the ass. I think there should also be a template that uploaded mods should follow, as was stated earlier in the thread. Like a consistent folder structure and whatnot. There'd need to be templates for different types of mods (skins, UIs, sounds, etc.) should follow for ease of installation, especially if the automated install process was implemented.
If you need someone, I would gladly sit and sift through mods, weeding out the shit ones. I don't really do anything other than sit in front of a computer monitor all day.
Consistent folder structure will be implemented. There will be templates for each different submission type. That way, the readmes and folder structures will all be the same.
