What non-promo hats don't fit in with the theme? I don't think any of them seem really out of place or something that they wouldn't wear.

That does fit in though. TF2 is cartoony and over the top. It might be a bad hat, but it's not out of place.

The Capotain fits the Demoman because of the Soldier vs Demoman WAR! update. The Soldier has the Chieftain's Challenge (representing the Native Americans) while the Demoman has the Carouser's Capotain (a pilgrim hat, representing the New World settlers). In the similar fashion of the Native Americans sparring with the settlers for control of the land, the Soldier and Demo fight endlessly after being brainwashed by the Administrator with the promise of new weapons. This can be compared to the sparse amount of gold that the Native Americans had, because the gold caused the settlers to become greedy and try to overtake the land for their own profit and gold.
Silas Mann (aka the HHH) can also be seen as the profits that lure Christopher Columbus. In the WAR! comics, the Demoman is seen being overtaken by the spirit in the Eyelander. In a similar fashion, Christopher Columbus sails away seeking profits from spices in India. However, a later comic panel shows the Demoman slicing off the head of a statue, e.g. not hitting his goal (which should be a human head). In a similar fashion Christopher Columbus sailed for India and ended up at the New World. When the Demoman slices off the statues head, a gush of water comes out. This represents the blood that spills from the New World's residents when the Demoman/settlers/Christopher Columbus miss their mark.
Redmond and Blutarch can be seen as the overseers on each side, Blutarch being the leader of the Natives, and Redmond being the king in search of profit.
No other hat has such an amazingly extensive back story behind it, and that is why the Capotain is the best hat in all of TF2.

Actually, the Blighted Beak is a direct window into the Medic's personality. Notice how the eyes are not clear; this represents the fact that no one truly knows who the Medic is. Yes, he appears to be a doctor, but is he? Why do you think Meet the Medic is one of the most anticipated "Meet the..."s? Because everyone wants to know who the Medic actually is. The beak also represents the Medic's affinity to birds, as seen in an old draft of Meet the Medic.

Notice the curve of the beak as well. If we represent the curve of the beak as a limp penis, is symbolizes the Medic as the weaker man in the Heavy/Medic relationship. Overall this rounds out the Medic's wholesome personality; on the outside, Medic is a sadist with a lust for blood, but on the inside he is merely a weak man.
Another important part of the Beak is the fact that is relates to the Grimm Hatte. The Hatte shades the medics eyes, representing outside forces that want the Medic to conform. If we tak the Medic as gay, the Grimm Hatte represents society's distrust and hate in gay mean. The Grimm Hatte tries to cover the Medic's eyes, he Beak props up the hat to show that the Medic is openly gay and will not conform to society's mindset.
The "trust" factor also comes up with the Beak. Plague doctors were both frightening devils yet saviors as well. If a Beak wearing Medic ubers you, you cannot tell if he will abandon you mid-uber. The Beak hides his face and his personalities and brings out his distrust in the world.
Also, the fact that the Beak is paintable represents the multiple personalities of the Medic. These pop up from time to tim ein game (battle medic, healer medic, etc) and the Beak is a direct representation of the Medic's personalities and, overall, and insight into his very soul.

Hoping for an update. I'm losing hope rapidly though. If it doesn't come tonight, it most likely won't come out this week. At least it won't if they plan to do it day by day.

It's just a reference to plague doctors during the Bubonic Plague. They just stuffed nice smelling plants and/or spices at the bottom so they didn't have to smell yo stanky ass when they came over. Surprised no one made a "divining stick" for medic, since they also had that to beat off plagued victims. Hard being popular. :v
