Because you can't "download" DirectX10/11. You need a compatible OS and graphics card.
Plus when you download DirectX it includes all versions.

I wasn't aware of any updates and my internet is 0.55kb/s. I get 400+ ping in servers frequently. I'm actually surprised when I get around 100.
