I really don't understand the mannconomy.
Apparently the Witcher set of items is worth at least a Buds+Bills, because the game cost so much.
But Buds is worth more than Bills, and all it cost to get a buds was having a friend with OS X, while Bill's cost $40.

It seems the eyes are going for about ~3 keys. If you offer enough hats in that value, you'll likely attain one. In terms of what hats, that'll all depend on what the seller wants.

Just a fyi, you can use the console command itemtest to test out various hats/misc/color combinations, including unusual effects.
