They don't drop and are only available in series 1 crates, relatively few of which exist these days. As people paint their hats, there're fewer and fewer white/black paints going around.

2. a genuine bucket is barely 2ref, idk what a 396th bucket is worth at all
3. orange paint barely goes for 2rec

Experience. You usually don't need a chart, and most charts are wrong/outdated.

Basically the longer you play/trade the better idea you get of which hats are 'better' than others and the average price you can expect to get them at.
For example, your average craftable hats work in a sorta tier system - the worst hats for example fetch around 1.3 refined. A slightly more desirable hat will fetch a slightly higher price, and so it goes on.
Hats that've recently been introduced have a sort of 'premium' applied to them, because a. there's not many around and b. they're the hot new thing to have. Vintage hats have that mythical blue text and the fact that people rarely trade them for metal, so are priced accordingly.
Some things just have pretty much set values. Tags, for example, almost always sell for 1 reclaimed each

Ask on SourceOP on SPUF about prices, also don't forget to mention that the value of hats it's based on various factors and not only on rarity(there are less dealer's visors than bill's hat, but the former is much cheaper than a bill's)
