White/black are valued at two refined/one key because of monopolies. Currently white and black can ONLY be unboxed. Can't be bought, can't be dropped, can't be crafted, nada. When crates were first introduced people unboxed like crazy. As a result, a huge amount of black/white paint flooded the market. Eventually the price settled at one reclaimed.
Over time, the older crates stopped dropping, and as more white/black paints were consumed, the less the supply of these crates (and the paints themselves). Eventually unboxers wised up and decided not to sell black/white for below the price of a key, so they make no loss on a bad unbox. (eg unbox white/black paint --> trade for another key)

You can buy a buds for 18 refined.
5 keys for a Teddy plus the 6 keys I got = 11 keys total. 11 keys * 2 refined per key = 22 refined + 1 extra = 23 refined.
I don't think teddies go for 5.
Then once again, I got mine for a jag, a while back. Haven't been keeping track since I don't need one, mines signed by the creator.
