Could be. Valve made the hitscan trace be a little slow, it actually counts the hit a bit later than when you have shot. So they could've put the hitscan to check for airblasts, and then redo the hitscan properly.

No, that sniper was using the huntsman, all of them were. If you noticed when ever he got a headshot from a reflected arrow it was the sniper rifle headshot icon, because the huntsman one doesn't show when getting a reflected kill. You can't reflect bullets at all.
