Valve knows they fucked up with the Hat Set bonus's last time, hence why they didn't do it for the Medic, Heavy and Demoman sets. I doubt they'll do it for these ones.
Then again, who's to say these packs will have set bonus's at all?

Valve disabled trading on the free accounts, they didn't until a couple of hours ago because I could when I first set up my free accounts. I've lost a Noh Mercy, 2 Name Tags, 1 Description Tag and 2 Paints. It sucks because I have nothing for Thursday.
Heavy is a mercenary. He might have been in the mob as a hired muscle. He works for money.
The same reason Spy and Sniper are getting Arabian hats. Maybe they were doing jobs over there?
Its not like these guys are vagrants picked up off the street and given guns (Exceptions being Soldier and Pyro), they're freaking well traveled mercenaries that know how to freaking kill shit.
