Jesus, I've just stopped applying a real filter to my flags. If it's shit or not TF2 related, it's flagged. And 'shit' is getting broader and broader every page. Some of these avatars are just a waste of time to even make. The fuck were they thinking when they submitted this shit, that they were going to get a community weapon for submitting something that took 5 seconds in MS Paint?

Just a random guess here, but I'm wondering if some people were assuming that special items (like community items) would be handed out to those who entered (like with the polycount contest) thus, they made whatever they could in MSPaint.
