I've had to restart the game (and get it to reload the files) to test out any skin. And yes, that's what the model viewer is good for :)

Idea (I know, discouraged, etc. But I just wanted to throw them out there.) For the Scout, a pair of headphones for the scout, kind of like this. Pretty much stock earpiece, but with two sides. Well, I used the model viewer and now I see the VMT did work. Had I rebooted before I'm sure I would have seen it before and thus saved us all this extra trouble. I apologize for my less than thorough examination.

The only tutorial I saw was in 3D Max (made by Sparkwire) and I'm using Milkshape so there are a couple of things I didn't get quite right when he uses the skin modifier on them.
