It's easier to do if you unwrap the uvws in such a way that the parts you want to have lines are unwrapped in a straight line, so you can just make a 1 pixel line and have a non-fucked up line on your texture.

You do realize that you could have started with an image around 768x768 then scaled it down and saved it at 256x256....

I tried that, the lines fade a little bit so you can see the seams on the texture.
I spent a little bit more effort mapping it (still don't see why it's so important, stuff in TF2 is usally very solid-coloury)
