At first I was confused on how to make jigglebones work. Not sure how to do it exactly in Blender since I don't use it, but you basically make a series of joints and assign the vertices that you want to jiggle to them (keep in mind the model will bend where the joints are). The rest is just defining them in the .qc as jigglebones, here is the syntax:

You can use the first one, I've since updated it to include jigglebones but I'm waiting on Valve to let me know if they can fix a bug I'm getting.
