The feathers are too busy for TF2. They need to be solid shapes, with no holes. (Maybe it could have a few [url=http://upload.wikimedia.org/wikipedia/commons/9/97/Feather.jpg]dents[/url] on the sides.)

I used to do viewmodel animations in Max, however if you are looking to animate hats it's impossible as of now. Some weird bug where it doesn't work in game.
A not-so-hat request for the wrongest of reasons. Somebody's gotta do this as a hat replacement, though.

Well then I'd personally recommend Max, I hated XSI's interface and it felt too complicated. However might want to ask one of the other Emporiumers about their thoughts on Maya
