everytime i try to type plugin_load "..\bin\HPB_Bot2" in my dedicated server it freezes, do i have to do it ingame?
The instructions explicitly say to do it ingame.

Just to throw it out there, I have written a VSP (valve server plugin) that gives bots connection times and shows them as real players in the server browser, as well as gives them pings and realistic names in game.
That combined with these bots would literally ruin TF2 as a whole, which is why I never plan on releasing it, but it is extremely doable (didnt take me more than a couple hours) but thankfully the amount of people that can code both in c++ and for valve games is extremely rare.
