Watergate was done just to distract everyone, so that no one would question Clemente's death. You see, during the 1970's, Nixon and Clemente came up with the MtM conspiracy, and then handed their orders off to a 10 year old Gabe Newell, who would create MtM. Then Clemente would have to release it when the stars were aligned, enabling the Medic to get into our universe, then travel back in time to 1994 and ubercharge Nixon before his death, thus enabling Nixon to take over the world.
