Now, I have no knowledge or experience with modeling or textures whatsoever, but it seems to me that these doves appear to be sleeping.
My theory is that they might "wake up" or become more prominent later on during whatever event Valve has planned with these birds, so perhaps that "8" you reference is the open dove eye texture? Or would they need an entirely new dove texture to change its eyes?
Are the birds rigged? If they are then I could see a new medic misc item coming along here.

It's either a fish eye view of part of a map or the patient's eye view of the Medic operating. Then again, it looks like there's a bloody Soldier screaming next to a Hound Dog Heavy with a red mustache.

In fact one of the concept art things for MtM at Valve was a large medical looking room, with an operating table underneath a large hulking mass of weird machinery that could be described as looking like that thing you're all talking about, only larger and more complex. A dome-thing with a bunch of wiring and pistons and shit sticking out of it.
