Of course there is the option to find video crates in tf2. You must buy a 25$ video key to unlock it. The video crate has a chance of playing meet the medic with unusual hats. Though is is likely it will play something like El Muchacho.

Valve is comprised of human employees, despite popular belief. Humans are prone to patterned behavior. Especially when they have set work schedule. it's not so outlandish to think Valve would release things on similar days at similar times.
