My theory:
Map makers get money back for their efforts in the vein of map stamps. Hat authors get hat proceeds from the hats.
Perhaps this hat will be a promo item that gives back to kritzkast for their work in the community, despite them not having content directly in the game.
They give us free updates and we have to break our heads with ARGs. Fair is fair.
