I thought Nixon faked Clemente's death in order to hide the meet the medic fiasco but clemente released hundreds of doves into the world filled with c4 as a way of leading us to his location.

Yes, but he was unable to do that at first, since his *death* occurred in 1972, while tf2 takes place in the 1960's, so instead of waiting several years for him to be able to release the doves in the world of tf2, he bribed Robin into adding several community hats that break the timeline of the artstyle, sending them forward a couple of years in time.
