HLMV uses your custom skins and models unless you tell it not to (which is a check box in the pane beneath labeled "Use Software Skins")

Source SDK is what you want - boot it, make sure that you've selected "Source 2009" and "Team Fortress 2" at the bottom, then launch Model Viewer. File > Load Model, players are located in /player/ (you can choose to use the hwm models if you want, as well, they're in /player/hwm/). Load the normal model, not the class_animations models. Once the model is loaded, make sure to tick Normal Mapping on.

Oh, did you download "Source SDK Base 200x"? You don't launch the "base" programs - just grab "Source SDK". I believe the "base" programs are just content.

Don't trust Steam with games, it's not always right. (granted when it's wrong it's with non-steam games, but it's still not 100% trustworthy)
