It would be less useful than other useless unlocks.
As it stands now, I juggle my unlocks for the scout a TON based on the situation. Having 3 places where you can place the Cleetus allows you to adjust your movement for the map. Like i said, I can't imagine anyone really choosing to give up ALL (Okay, most) offensive power as a scout for the most EXTREME movement in the game... But it's not entirely such a crazy idea with the 'No Hitter' achievement.
Play enough KZ Mod and as a Scout you can get to some funky places (...Also Youtube for those 'spectators' amongst us.) and even have easier ways to get to places you can already reach with a FaN jump. But it always makes me a bit sad that Demomen can get to all the places scouts can and then some for a relatively low health cost. Just my opinion of course.
It's just my thought that if Movement is the Scouts greatest asset, then giving him options in regards to HOW he moves shouldn't be too far of a stretch.
Also, Headstomping would essentially replace Melee anyway. Thought it'd be kinda fun to take an interesting strategy involving scouts (Standing on someone's head and beating them to death with a bat) and make it something you want to TRY to do. How much damage such an ability would do is not something I'm willing to guess at, but ideally it should be worth it to try but obviously not so powerful that you have a bunch of Mario's stomping Goombas in the server all the time.
