Too many non craftable hats would ruin the ratio.

As in, everyone enters a hat, so when the raffle is over, everybody gets a different hat? Just a kind of random trade.

I think it just doesn't look as nice as most of the other engie hats, and it sits kind of high, looking extremely awkward.

The ratio is already messed up with me entering a hat and not putting myself on the list.

I think it was that the scrap meant the raffle was only for gain, but the hat is more of a gamble.
You know, there's raffle house thread.
And this is FREE items thread, where entering a raffle is FREE, because you give people FREE items.
