It's a fucking amazing weapon, but only when used with the Dead Ringer.
When you uncloak after feigning a death you should be in a position to backstab someone, and the cloak generated from that kill (if you uncloak and immediately stab) almost completely fills your meter.
Feign death again and repeat, requires you to be smart and know when to choose your battles but when used properly it's a higher tier weapon.

That sounds like some free 2 play crap right there. Anyone slow or dumb enough to be killed by a spy uncloaking behind them with a DR has to be new.
