I have no hats, and i had no items after 60 hours of play before milestones got re-introduced. Just because you got your shit, doesn't mean the system works.
Still pissed about how all the friends I've recently introduced to the game have like 2 hats each and I have what, 0 over a ridiculous amount of hours

Since they've confirmed they're making a "King of the hill" Game mode, and a new "mode" for dropping weapons like said in the OP, maybe in KOTH whichever team wins gets a random drop?
I think that the standard drop system with weapons should be maintained, because personally, I like having a level 0 ambassador. The level-deciding system should be tweaked so that you won't have 5 level 8 kritzkriegs. There should, of course, be another system to supplement this drop rate. They should have a few different kinds of hats; uncommon, rare, and HOW THE HELL DID YOU GET THIS!!! The uncommon ones would have a drop rate of about 1-1.5 times the existing hats, the rare ones would be .5 times that chance and the HTHDYGT hats (yes, an acronym) hats would have .1 (yes, one tenth) the chance of the uncommon hats' drop rate. There would probably be only 1 or 2 people that get the HTHDYGT hats every half year or so, and only the idlers/hardcores at that, but this system would make people have something to boast about while still maintaining the HTHDYGT attitude for the lucky few. I just thought of this, a system that bases drops off of tf2 stats in addition to the playing time drop rate. This would give hardcore players what they want while still making new players learn how to go without.
I got the mining light, but I still think that hats need a slightly higher drop rate And you should get items only when you get at least one kill every 10 minutes or something so that you can't be idle
