No, hibernate just writes everything that's in your RAM, to the harddrive, when the PC restarts, it resumes where it was before going into hibernation.
In between, your PC is shutdown, TF2 is disconnected.

Just because your PSU is rated at 600w doesnt mean it uses anything close to that while idling.

You cant type in textmode
the red-x just force closes TF2 [kills hl2.exe process]
So it takes a few minutes for you to timeout from being in-game

Actually, that update wasn't about getting items, it was about detecting whether spectators were AFK, for the automatic kickers
