Alright, trying this now, seems to be working fine so far.
I'm using this now, seems perfectly legal, I don't see it not different then alt+tabbing but now it is just a box that I can easily minimize.
Also using the -novid and -nosound launch options are quite useful.
novid will make it launch faster and nosound obviously will stop the sounds from playing when the application has focus.
Looks interesting, but I like being able to jump into the game to mess about.

That's a good thing though, too many n00bs crying "hax" and if it ever became TOO popular, VALVe may have to remove it.

Note, if you change video settings, you'll have to redo those steps to make a new video.reg file with your new video settings.

I'll prefer to just Alt+tab instead of this... Incase I forget to turn off textmode...

steam.exe trick decided to work with the new UI.
Anyone using the 2010 UI just needs to make a shortcut to
"C:\Program Files\Steam\Steam.exe" -applaunch 440 -textmode -novid -nosound
Because the new UI uses a different format for rightclick, add desktop shortcut.
I don't think you'll get punished, but I hope so. It'd be funnier.
