Having seen ChemicalAlia post it on her dA account, I know what movie it's from. I have never seen the movie, and still don't understand what it's all about. But I also am not crying to have it removed, because that's just silly.

It's from much more than only one movie, actually.
It is related to a french cliché from the times of Algeria (50's or 60's), which has appeared in many spying films.
In those films, the spies in Algeria wore Fezes to blend in with the locals.
It is still a sort of "running gag" in more recent movies.
So anyway, it absolutely and totally fits with the Spy being French and the time of the action of Team Fortress 2. That might be the one hat that fits the best with a character, actually.
