They did it out of pure formality. If he was even a former nazi there would always be butthurt people, who would complain. Even though a lot of games feature nazis and let you play as them, the Tf2's look might make a lot of soccer moms assume that it's a kids game. Blood and gore doesn't light up as big of a fire as nazi do.
