Oh my god, RED Spy's relationship to BLU Scout's mother is the closest the fanbase know of, so they built stuff around it. It's easier than creating an entirely new character that is by en large accepted by the community.

It is not impossible that Spy is an older man whose appearance and physical health has not suffered greatly from aging.

You are not Valve, and therefor you do not have the answer to who whether the Spy is Scouts father or not. It is more likely that he is not Scouts father, but only Valve knows this for sure.
Scouts father was never mentioned in Scouts biography, and it is not impossible that he was raised from his mother alone.
The Spy could be his long lost dad, always away from home on his missions.
