We don't know how old Spy is, we don't know many women canoodled with him and how many bastard babies resulted, we don't know if Heavy is a step-father, and although there is no way that Heavy is Scout's step-father, which is what it sounds like you were implying, we know that people automatically assumed that Spy was Scout's father when they saw that Scout's mother was in a sexual relationship with him, and then most of them did the math and understood that Scout is not Spy's biological son. We also don't know what kind of relationship Scout's mother/Spy is, and who Scout's father is (although we've narrowed it down by at least two candidates).
To answer your other question: In the WAR! comics, we saw that the characters go home when they're not fighting. Spy and Scout Mom could have canoodled then.
