I think the idea of Pyro as "cute" has been made because of his friendly tone towards his teammates, his "silly" hats, and because of the irony of a psycho being a softy.
I do think Pyro has somewhat of a cute side to him, however I do believe people have blown it way out of proportion.
Pyro was a crazy pyromaniac with hints of him having a softer side to him before the hat update, the hat update however strongly enforced people's impression of Pyro as "cute" rather than "psycho".
He got 3 hats enforcing the idea of him being silly: the Brainslug, the Beanie, and the Glove.
The Beanie being the only one of those hats with a relation to his Pyromaniac tendencies, and it is a joke that is lost among most people and therefor is just viewed as another "silly" hat.
Because of this most people have forgotten that he's a Psycho Pyromaniac, and they think of him as a silly person with a gasmask.

I think the Spy holding Saxton has the best mask, but he's still wearing it wrong.
The hole for the mouth is way too big, and the chin sticks out, the hole over the nose and eyes are almost perfect though.
Most of the other people have stupidly bright masks, and holes that are too small, or too big.
Also, some of them wear glasses.

Spy is the easiest in my opinion yet the most fucked up people use cheap suits or just general jackets or a really bad balaclava i mean most in that cosplay picture where bad
