110 health is already enough for the Scout to be killed by a stray rocket considering the average rocket does 90 - 112 damage,
and a Direct Hit rocket is instant kill, taking away the option to escape that splash damage makes the Sandman UP.
It's already bad enough they removed the option for others to run away behind the nearest corner when they were bonked.
