I kind of don't like the rocket explanation. Would there have been anything wrong with an off-screen mad scientist? I think a mad scientist would fit it more than a random rocket.

Rocket jumping practically cuts your HP in half.
Two rocket jumps and you're left with like 20 HP.
EDIT: Although it looks like maybe that was just being weird? Others are saying it does normal damage.

Its rather crazy, I have a pretty alright gaming laptop that has always run TF2 without a problem and usually higher than 60fps, but whenever I see one of those new projectiles, FPS drops like crazy. Its really bad if you get a direct hit on your character because of the splash effect. When they're flying about in an enclosed space, its pretty terrible too.
If I understood the numbers right, basically the shot itself has over 4k polygons. Thats about as much as the pyro, so basically, Valve's letting the soldier shoot pyros. To compare, the firstperson view of a gun in Crysis 2 is 6k polygons.
Come to think of it though, with that odd afterburn, Valve is basically letting the soldier shoot pyros anyways.
Oh, and for all you medics out there, its a terrible idea to try to Kritz a Cow Mangler Soldier. Doesn't work very well.
Specially when most of your team is soldiers carrying the fancy new laserguns.
EDIT: If you're interested, Recurrany has put up a mod to lower the particle count in the Emporium.

Well with questions like these it is usually answered properly if nothing else is coming up.
