I hate to break it to you, but that's what it looked like in the beta. This mod has it just about spot on and I doubt you're going to get it any better than this, especially when it's getting shunned so hard.
Now you know why Valve removed it from the game. People like me who are beta junkies will appreciate having a part of history revived, however, so when I get back on Monday I'll be downloading this and enjoying it fully, especially in terms of inspecting it for ways it could be tweaked. I'm not on my own computer, so I don't have my repertoire of tools on hand. How did he do it? From what I gather, it's some sort of CTX edit? What string brought it back?

That sounds extremely ungrateful and stupid. You can't just "MAKE IT WORK". What he's releasing is his work up until now, probably in hopes of someone else from the community being able to help him. I'd rather he do that than hold it back until he gets a single specific gun working. It's not like it's a commercial release where it has to be perfect on the first try.

I'm saying it's a start. However, the Heavy and his Minigun are iconic of TF2, most people here make hundreds of threads for the beta muzzleflash, yes, but for the minigun. I'm not trying to sound like I hate it, it's just the simple fact that the two guns we really wanted to have the muzzleflash don't have it, and the needlegun has it, which is silly and unfitting. If you don't like the V1, then don't use the V1 until it's refined. The whole "V1 should be what we want" is backwards. V2 is when the community's feeback/help kicks in and gets added.
The least that can be done is to not whine about it and just ignore it until it's refined. Someone who's trying to perfect the mod doesn't need dumb feedback like "where is my favorite feature, WHERE IS IT THIS IS DUMB". At this point, the point of the mod is "LOOK, IT'S POSSIBLE! WE'VE FINALLY DONE IT!". The next part is fixing up all the rough edges, not the other way around.
I'm sure there's a good reason as to why the Minigun doesn't work. I'll have a crack at it when I get home on Monday.
Hey, it's not bad. Really. I won't use it yet, but I smiled when I saw the video. I said, This man has got the right idea. I'm just saying that the minigun should have been priority #1. I honestly don't understand why everyone has always like the beta muzzleflash so much. I think it is painfully ugly looking. It's bland, blocky, and totally stationary. If they had went with how games like [url=http://www.juegomania.org/Cel+Damage/foto/xbox/0/13/13.jpg/Foto+Cel+Damage.jpg]Cel Damage[/url] made cartoony muzzleflashes, it would have been better, but honestly, I'm very glad that they decided to move away from the original.

the tf2 community is reaching cs-community levels of crybabies and bitching. tf2 is a good game (not the best, just good) but it has one of the most obnoxious, ungrateful, bitchy and fanboytastic communities out there.

*say an update was good
*insist that tf2 is not the best multiplayer game ever made

It was replaced because it looks awful. The hard, comic book-ish edges don't fit the soft, cartoonish edges that are in the rest of the game.
