try -dxlevel 90, looks like you're running 95/98, which enables some extra features that can cause problems. Or -dxlevel 81, if your computer is really doing that badly.

hes not running windows 95 or 98...does tf2 even work on these? he said multiple times that he has Xp
also, OP, why are you playing at a shitty resolution? I have an 8500 GT and i play at 1680x1050 with max settings and 16xAF and 2xAA except HDR, multicore rendering and motion blur are off, and i get 30+ Fps
Try putting it on the highest resolution possible.....and make sure your not playing in Windows mode

My computer might be pretty good, but the screen is not. The screen turns black if it goes any higher than 1024x768 for TF2 which is strange because every other source game does.

Ok so, drivers don't change it, settings don't change it, dxlevel doesn't change it, and resolution (highest I can go now is 1280x1024) doesn't change it. What now, just stick with CSS?
Did you use an earlier driver like I said?
And people saying to use dx 8 and changing the graphics and that kind of crap won't do anything since his computer can obviously handle highest settings with AA.
Well no I used the 190.38 why would I use that much older of a driver? Can I still even get it on that site?
Don't use newer drivers.. they aren't always the best. 178.24 drivers, in my experience are the best.

Sometimes newer drivers can screw up games.
But it can't be the driver's fault because you said you've had the problem for the past year.

I don't know, Many of the newer drivers (including one year ago) have been really shaky and can screw up lots of games. Especially with the 8xxx, 9xxx series.
what do you have running in the background? post a screenshot of your taskmanager...
Here's CSS everything at it's highest with the highest resolution my monitor can handle on a 55 player server on escape maps, you know how big those can be:

On my old computer, If I had water reflections on, I would get horrible FPS, even on maps with no water. Try setting it to simple reflections.
Have you tried COMPLETELY resetting tf2? This does not include reinstalling

Well what could be taking nearly 60% of your CPU Usage if you're not even doing anything?
Well Paint was open because I was pasting the screenshots in to save but that's about it, I have no idea why it's that high.

Could it have something to do with heat? I know this computer runs pretty hot, not sure how hot though.
Heat wouldn't affect CPU Usage.
If you have everything closed, what's your CPU usage?

Well apparently your PC is using too much CPU Usage when it's not necessary. Maybe that's why TF2 is performing poorly.

YOu need to set alot of the useless processes to manual, and make sure you set PnkBstrA and B to manual, they are CPU whores that are only useful in some games, but stay on afterwards.
If you google "Ask VG XP processes disable" you will find a list of safe to set to manual processes.

Dude what the fuck? Click the "User Name" to sort them by user name and close down [B]everything[/B] that is set on "paul" that isn't steam or tf2 related.

And I've got maybe 4 processes running with my username now, which are things like avast and firefox.
Also go to the start menu, "Run" and type "msconfig". In there click the "startup" tab or "autostart" whatever might differ if you use a different language.
In that tab uncheck all apps you think you do not need to be ran when windows starts. You can uncheck everything if you want, it's safe to do that.

Then sort by "CPU" and check what is using up all your CPU and close them
