Why turn off mipmapping? That would make you render textures at their full resolution regardless of distance which would obviously lag. The only stuff that increase fps in there is dxlevel 81(which should be 80) and resolution but that depends on the pc. I would suggest you use a proper tf2 configuration(like the one I posted) or some other.

I just got the thing from another website, I have no clue what any of it does anyway (Other than dxlevel)
If you want to make me a better one, feel free to.
(By the way it would need to be dxlevel 90, when I try any other the game crashes on startup, I only put 81 for the sake of the OP)
