It clips with a BUNCH of hats, because some hats bob up and down on his head and you can see the hair...its hard to explain.

Alt+Shift switches between american and german keyboard binding. So if you press those 2 you can type like on an american keyboard.

So who made these Dr. Grordbort items?
As far as I'm aware, WETA Workshops doesn't make any video games so I could possibly assume none of their employees are familiar with 3D modeling.
In addition, this update is obviously not just a simple hat, misc item, and 2 weapons which could be feasibly submitted by some of the regular Emporium modders. For example, it's feasible that an Emporium modder could model a Conjurer's Cowl or model the entire Witcher 2 promotion item set and submit it. However this update is a lot more. New firing and reloading animations have been made for both the Cow Mangler 5000 and the The Righteous Bison. The Soldier has a new taunt when the Cow Mangler 5000 is equipped. Unused animations or taunts have even been spotted through the Source SDK model viewer.
This update is completely unlike Valve and unlike TF2's regular promotion items. It's much more polished and thorough than the regular update. Kill icons, however good/bad they are, are used. New animations were made and I was honestly expecting the Bison to reuse shotgun animations. Weapons were given unique stats and properties instead of being reskins (Nessie's Nine Iron, Postal Pummeler, Three-Rune Blade, etc). Some bugs are left to be worked out, such as potential stat balancing or performance issues with the new weapons. (Be that lack of LODs or inefficiency with particle effect processing, or whatever)
If what I think is true, why is Valve wasting their time creating advertisement promotion items for a company that (to my knowledge) doesn't create video games? Couldn't that time be better spent making in-house TF2 styled Engineer items because according to Valve's own words, no Engineer packs have passed their strict quality assurance tests. In addition, if Valve did make these items, exactly how much money are they getting paid here?
Because Dr. Grordbort's items are a promotion for a non-video game company, does that also mean that given enough money other non-video game companies can continue to use and abuse TF2 as a channel for advertisement? Could Nike, the sports shoe giant, pay Valve to create Nike tennis shoe misc items for Scout, for example?

Dr. Grordbort's logo is all over the place on TF2's site and these items serve as a direct advertisement for TF2 players to buy products from WETA workshop's site. I really wouldn't worry. Valve clearly doesn't need the money from promotions, so they pick and choose what to promote (Dr. Grordbort's is a tiny company, seriously).
And I'm pretty sure the reason we haven't gotten Engie items at nearly the same rate as, say, the soldier or demo is because Engie weapons are WAY harder to balance (that's probably what they meant by "quality assurance."
Valve is raking it in hand over fist with Steam. They're not going to get greedy/desperate.

WETA recently signed a deal with Valve to start selling models based on their games, such as TF2. WETA had one of their smaller subsidiary companies, Dr. Grordbort's, send them some of the weapon models they have. Valve liked them and decided to incorporate them.

It wasn't per quote "quality assurance" that's just the gist of what I understood the post from a Valve employee to mean. From what I understand they hadn't added any Engineer weapons or building from the contribute site because they didn't like how they looked.
It struck me as odd that they would be doing stuff with WETA or Dr. Grordbort brand items and creating promotion items to help sell their stuff (ie: advertisement) when they could be using the same time used to model those weapons to model in house made Engineer stuff that is up to their own quality standards. Completely ignoring the need to create new stats, they could've made a new shotgun and pistol and added them to the game. Engineer buildings are what's tough to balance, not so much Engineer's weapons. For example, the Jag's +25% building rate doesn't seem too overly imbalanced, even though the stats might lead me to believe so.

I'm not exactly sure what you're saying here. Are you saying WETA will soon be selling Valve items, be that TF2/L4D figures or life sized replica weapons or whatever?
If this is true, then it'd make sense for mutual advertising to occur through both companies. Valve advertises Dr. Grordbort's items, WETA workshops makes TF2/L4D/HL figures, toys, and props.

WETA Workshops is just a company that makes stuff. Costume props, items of all kinds, etc. One of their specific subsidiary companies (this means they legally own them, such as how Toyota owns Lexus as their line of luxury cars) is Dr. Grordbort's Infallible Aether Oscillators. This company makes (expensive) replica plastic space odyssey/steampunk rayguns of all kinds as costume props or for decoration.
Apparently Valve and WETA workshops are in some kind of partnership at the moment, and I'm not entirely sure what Valve is getting from this. Apparently they may be able to have WETA make Valve items, but I don't know the whole story.
Some of the Valve guys wanted a replica Portal gun and gravity gun on SUF, so it'll probably be those.
Maybe some stuff like the Eyelander and Scattergun would also be cool.
The way i see it. they could patch on friday to fix some issues and perhaps slip engineer the pistol to silence some whining.

I wasn't sure about their talents or their expertise so I put the keywords "so I could possibly assume" before that.

The update in general shows a superior knowledge of how to code, model, AND animate for the Source engine, which is strange even among the knowledgeable and talented people who frequently mod on the TF2 Emporium. Valve's direct expertise was clearly seen in this update.
