These aren't really "Steampunk" as much as they are 1950s scifi. And as said before, WETA sent valve concept art which they liked, not vice versa.

I've seen several Engineer contributions that are of higher quality than some of the things that we've seen added officially. Brandon's statement was hypocritical in that light.
The Soldier is the least balance-sensitive class in the game. You could throw a Soldier into any situation and the player could have a moderate amount of success. The class is a generalist, not a specialist. Because of this, it is far easier to make more weapons for the class, however, these current attributes don't seem thought out at all; if anything, it's more like they're experimenting on a live subject instead of using a test subject (TF2Beta) to test the general reactions and how balanced the weapons really are.
Just because the Engineer's buildings are some of the most balance-sensitive things in the game doesn't mean that Valve should shy away from attempting anything. We've seen that they tried stuff out with the Repair Node and eventually got to play with the Gunslinger, but they seem to have stopped trying (at least from a public perspective) to make new and interesting things for the Engineer due to difficulty. If they actually are trying stuff, let [i]us[/i] try it out as well. They've got a perfectly good beta to get a playtesting sample from but they've hardly used that for much aside from voting and replays. The weapon balance features tested in beta get ported over to the game either unchanged despite claims of imbalance or are changed despite there not being any issues with it.

I'm going to apply the same logic here as I apply to Demoman and melee weapons.
If they don't want upset Engineer's playstyle, why are they compensating by giving Soldier more stuff?
cowblaster as it is now is OP. It's better than the default in every facet. You have infinite ammo, one extra rocket, and you can get minicrits on demand.

The new rl can't even get force-crits. No kritzkreig. No after-round crits, and no random crits. Also does jackshit against buildings. Sure, you have that 4 second thing, but it takes 8 hits to kill a lvl 1 sentry, and unless you have a shotgun/heavy VERY close, you won't be able to do much. And you'll probably be killed anyway.
