A server I usually play on has all-talk automatically enabled when there's less than a certain number of players in the servers (makes small games that much more fun), though an option to vote for it would be nice as well.

We've always had alltalk on, for some reason it's fun to goad the person you just killed with a crit rocket and have them bitch back. I'll look into adding a vote alltalk option.
Keep a rule set similar to FPUK1, not too anal, but keeping the OMG sh00p oVAR 9000 FIALBLOG people away, whilst allowing for good micspam. Also freaky friday.

Is the server up? I try to connect via console commands but it says "connecting to server" with that loading screen then about 10 seconds later it says "couldnt connect after 4 retrys."

Firstly, I vastly prefer servers that have the full map rotation. None of that 24/7 bullhonkey.
I do prefer a good vanilla server, but am certainly not against servers running interesting things that AREN'T insta/fast respawn and no crit. >:C Also, all voice talk servers are pretty fun. Nothing more satesfying than 'Called kills'.
Aka saying through voice: "Hey Heavy, I'm going to walk right up to you and kill you. (As a scout, in plain view)". Which I have done (Though i got a VERY lucky crit I'll admit. >.>;; ) Still, easily one of my most satisfying kills ever, and not just in TF2 mind you... But of all time. Best part? There was no hard feelings from the heavy. =) Maybe because I was immediately gunned down by a level 1 sentry that had just got done deploying... Hate those frikkin' things...
Add some koth_ maps. Official ones, preferably. Some people hate downloading maps, including me.

A mod ALWAYS there to ban people with binded messages (there was this one guy once that kept saying YuGiOwned every time he got a kill) and 10 year olds with mics.
10 YEAR OLDS SHOULD NOT BE ALLOWED TO USE MICS.
also remove arena maps from rotation, they usually put people off when the server has no/low players

If they're spamming and being a nuisance, sure, kick them. But if they're being helpful, there's no reason to be an uptight prick and kick them. If their voice bothers you that bad, just mute them.

Sounds exactly like the rules we have, great. Also I've been working on fixing some bugs with the nominate and rtv system. Hopefully we can get an event going on before the end of the week

Stuff like this is cool, however it would greatly help if I could get plugins that help with this.

Got one, they are mostly for clan members and misc. crap like that. We have a Steam group nearing 1,000 members and one of the members has approximately 200 friends from that Steam group added to help fill the server if required.

Seriously.
Since I've been getting some nice feedback I'll make a thread dedicated to the server to help draw attention. The main issue here is that most players don't have the patience to download/play custom maps so hopefully you guys can at least try them out and then bitch at how bad they are.
Good performance with people using their mics to cooperate and mess around without actually doing any micspamming.
