Try it out in game, see if it sparkles.

Nah, thats an ex community. It mightve been due to people obtaining them after that v. glitch, so anyone who isnt telltale lost the effect. so im pretty sure it doesnt sparkle.

How much could I get a ghosts Tricorne for?

Price check on Burning Flames Détective Noir and Vintage Bills. Some guy traded me and told me that I should sell the Détective Noir for at least 7 buds and the Bills for 3-3.5 buds.
