I have like only 10 dupes left but I managed to craft all the weapons. I was in a server and when map changed no one in the server was able to use the new weapons. Has anyone else experienced that?

A unique taunt kill for it would do nicely, like the Heavy's Showdown tauntkill. Immobilises the target after 3 secs and then a kill at 5 or something.

None of that is needed, the short circuit's firerate is slower than the rocket launcher, so it's just delaying the inevitable, in short, it's a back-up weapon to use while fleeing, in the context that you're defending your sentry, since the firerate is slower, you can't just destroy the rockets and repair at thesame time, so you might aswell have the pistol, repair his corner-rocket damage, then come out and fill him lead a couple of times before running back to re-repair it again.
In short, it's a gimmick that won't outshine the pistol, or be on the same step.

[del]Always have the pistol to whip out after counting and countering the rockets the Soldier fires out. Close range the Soldier has the edge with his shotgun (dependant on if he's using that and not a banner or boots), if the fight is long range then the Engie has the edge.[/del]
Found out it replaces the Pistol.
The Short Circuit isn't very good at all.

For me it looks like raiden helmet from MGS 4
I just tested the new Engie shotgun a bit more. The Short Circuit is awesome but the new Engie shotgun is criminally inefficient.
Plus a "Troll" Engie could empty one of your dispensers in SECONDS using it. It needs a massive buff, or at least not make it 3 dang shots.
