I've played TF2 each day for 2-3 hours since release and no goddamn hats.
It doesn't count since release,it counts from when hats have been added.

I have three Refined Metals, should I save up and make a Pyro hat, or craft them now? I still need 27 items, and I get around 1 item every two hours.
If you don't have too many hats,I would go random.
Or if you really want pyro hat,go with save route.
I'll wait for a few hours to see if I can somehow scrape up 27 items.

I got what I wanted. Went to sleep knowing something good would happen on my birthday, when I woke up I had enough items for a random craft. "Boy I sure do want a good hat for a sniper or scout I should wait" I think to myself. But I don't. I craft and... get a modest pile of hat, which in my honest opinion is the best out of all of those three, my heavy scout and sniper all have it on. Heavy because it looks silly on him
I'm going to keep one hat for each class and trade the others for Refined Metals. (When trading is released.)

It's a bad hat. The only good thing it's for is Pyro, I think. Or an alternative for the Fedora.
