Depends on your own preferences.
Are you okay with the possibillity of getting a hat for a class you already have one for?
Or do you wish to put a little bit more effort to make sure that the next hat you get is for a class you don't already have one for?
Personally I always do the latter.
Well,I have 37 items right now,so it means I'm somewhere 1/3 from Class Specific,or 1/2 for a random.
But I still have a lot of time to decide.

Valve Should make Gibus craftable,it will drastically decrease their size,and maybe make them less common then now.
I'd get bored waiting, I'm always going to craft pure random hats.

That would make Gibus more rare, but it would also make regular hats less rare.
I don't think the unlockable hats should be craftable.
Me neither, as soon as I crafted it away I'd miss it. Even though I have two gibuses.

If I had 2 Gibuses I would probably be more biased towards the idea of crafting them :v:
I never saw the point of having 2 aside from an imaginary cool factor, so I'd want to get rid of at least one of them to make room in my backpack. If crafting them was an option, I would of course prefer that option,
Or better idea,make gibus worth like 1 or 2 refined metals.

You had one before everyone else did and had the Gibus back when it was still new and awesome, that was the real use.
The first 10k gibuses should have ZM written on them in glitterglue.
I've been thinking one more thing:
Why did they make Soldier blow him self up,only to get taunt kill?
All other classes don't die when they taunt,I thought it was reasonable for soldier to survive.
If we compare him with other taunt kills,he shouldn't receive damage at all.

Not counting beards: 18 different hats
Counting beards 22
How I view crafting:
If you have a hat for 0-4 classes: Craft 3 refined
If you have a hat for 5-8 classes: Craft 4 Refined + 1 Class Token
If you have a hat for all classes: Craft 3 Refined
If you have any dupes: Rebuild Headgear
If you have any shitty hats: Rebuild Headgear
So, just go with three refined, because you probably have dupes already, and if you get another dupe you can just do a rebuild headgear. Also, craft 3 of your Camera Beards together to get the miscellaneous weapons crafting blueprint if you don't have it already.
I just need 30 more pieces of useless crap and I can get a new hat.

That only leaves Scout, Pyro and Sniper left to craft for.
I got the stainless steel pot yesterday, one of the two hats that I especially have craved for and it happened to be my first hat drop.
Crafted 3 refined and got (another) Pyro's beanie, crafted both beanies and got a Prussian Pickelhaube
