Anybody could go over to some forum and tell people to sign up on Facepunch and ask him for a license. It's a stupid way to limit it. It's not like people can't scam without a program or with the old scanner anyway.

It does not. This pre-emptive release is just Jesse switching the authentication and the auto-update servers, etc.
Essentially, people that use this release are able to get updates.
