Because level 3 sentires are massive and don't fit a variety of positions. Plus they would only work well as a minigun. A level 1 is small enough to be reused as a hat, shotgun, or armor, if one so inclines.

Can you imagine try to hold a Level 3 sentry in your hand or having it on your head? It would be heavy, and it would hurt. Level 1 sentries are lighter.
Physics aside, level 1 sentry heads look dull and boring.
Lightbulb shaped pieces of metal with holes in them aren't very interesting.
Why not a big red/blue box with missiles coming out of it?
A jacket to compliment the Scout's hood.
Or if someone else would like to puff the Scout's arms up for me I could skin it myself.
