Just convert them to a vtf and drop them in <steam dir>/steamapps/team fortress 2/tf/materials/models/player/spy, or something like that. Working off of memory.

Yea. Sorry for saying MODELS instead of skins.
Save them as a VTF file using a Photoshop plugin, and put them in tf/materials/models/player.
Make sure they have the correct names. That would be the original ones, Spy_blu.vtf or something.
